Kenya's Vision 2030 implementation, firmly on course assures Delivery Board Chairman

The Vision 2030 Delivery Board (VDB) Chairperson, Dr James Mwangi, has confirmed that plans to ensure the attainment of the national development plan are firmly on course.

Buoyed by recent legislative developments, Dr Mwangi has expressed optimism that the Kenya Vision 2030 will be attained within the next 16 years or earlier.

Speaking during a media briefing session on the proposed Konza Technopolis development progress, Dr Mwangi pledged to rally support from various public and private sector players to ensure that primary school laptops are, assembled locally in the next few years.

“In my capacity as the Chairman of the Vision Delivery Board, I have committed to mobilise the relevant stakeholders to ensure that laptops for
our schoolchildren will soon be assembled at Konza city. This is not a farfetched dream as I have no doubt that we have existing Original Equipment Manufacturers who have already signed up for space at Konza city,” he said.

While assuring on the Vision 2030 overall progress, Dr Mwangi, further disclosed that the Vision Delivery Board, which he chairs, has already embarked on an internationally advertised competitive search for a Kenyan to fill the vacant Director General of the Vision 2030 Delivery Secretariat (VDS) slot.

Such a competitive recruitment bid, Dr Mwangi said is, geared at
guaranteeing organisational stability and leadership at VDS. 
“This competitive recruitment process seeks to tap the best Kenyan
brain to head the VDS as part of our commitment to ensure the timely delivery
of the Vision,” Dr Mwangi assured.

While reiterating that Vision 2030 may be; attained well ahead of schedule, Dr Mwangi noted that numerous foundation blocks and enablers had already, been set to ensure delivery. Beyond the foundation, Dr Mwangi, said that all what, is left now is to build upon the master plans, execution strategies, funding lines and related tasks.

The VDB, Dr Mwangi said is particularly encouraged by recent cabinet and legislative approvals for their capacity to unlock existing bottlenecks that have previously slowed down the delivery of some flagship projects.

Alongside the new Public Private Partnership Act, such approvals and laws include the recent cabinet plan and approvals to lease equipment for public hospitals on a public-private Partnership model.

The Cabinet approval for a number of legislative bills including the Magistrates Courts Bill – 2014 and the Amendments to the Agriculture, Fisheries and Food Authority (AFFA) Act – 2013, he said are all noteworthy in the sense that they will provide much needed legislative authority for the implementation of key Vision 2030 projects.

Geared at transforming Kenya into a middle income, globally competitive and
industrialising country with a high quality of life in the next 16 years, Vision 2030, is, anchored on three pillars. These include the Social, Economic and Political and an auxiliary pillar known as the Enablers and Macro Pillar,
which covers projects, interventions and initiatives whose impact ultimately
cuts across all the other three pillars.

Within the last five years, the Vision 2030 Delivery Secretariat, has successfully managed to co-ordinate the rollout of key flagship projects covering the economic, social and political pillars including the ground-breaking of the Standard gauge railway, Kenya Constitution 2010 and a raft of education and agricultural sector policy reforms geared at fostering national development.

Other major flagship projects recently rolled out include; establishment of the Lamu Port Southern-Sudan Ethiopia Transport (LAPSSET) Corridor Development Authority to manage the implementation of the LAPSSET project on behalf of the government of Kenya.

To ensure the timely implementation of all flagship projects, the VDS has also
managed to embed Vision 2030 projects into the Government performance contracting platform through the inclusion of performance indicators. This inclusion is, geared at ensuring that all state institutions focus on the national development agenda Vision 2030.
